The Tennessee County Highway Officials Association dates back to 1949, but it was officially organized and hired its first full-time director in 1987.  Jim Westbrook served as the Executive Director of TCHOA until his retirement in 2002.  TCHOA represents the interests of all county highway departments and county highway officials in Tennessee before the Tennessee General Assembly, the Governor, and state departments.

The Association works closely with the Tennessee Department of Transportation to provide up-to-date information about any new or changing regulations affecting county road departments.

TCHOA holds annual meetings in conjunction with the Tennessee County Services Association.  The TCSA Annual Conference and Trade Show is the highlight of the meetings held across the state.  Vendors have the opportunity to present their products and services to county highway officials from across the state.  In 2008, the TCSA Fall Conference and Trade Show will be held in Shelby County (Memphis) at the Peabody Hotel.  This conference rotates between the four major metropolitan areas of the state.  Hamilton County (Chattanooga) is hosting the 2009 conference, Knox County is the host in 2010 and Davidson County (Nashville) will host in 2011.

There are regional TCHOA meetings held regularly across the state to discuss highway issues.  As dates are available for these meetings, they are posted in the Calendar section.
